What the EU’s Working Party on JHA Information Exchange (IXIM) Does
The Working Party on JHA Information Exchange (IXIM) is one of the Council’s preparatory bodies operating under the Justice and Home Affairs Council. Its mission is to improve how information is collected, exchanged and analysed across the European Union in the area of freedom, security and justice.

Core responsibilities
IXIM helps define the EU’s policy for justice and home affairs information management. It works to keep major projects aligned, prepares Council conclusions and recommendations, and addresses cross-cutting issues linked to information exchange.
Among its main priorities are:
- developing policy for information management and exchange
- ensuring consistency across EU projects and databases
- advancing interoperability initiatives, including customs, PNR and Prum-related work
- discussing horizontal topics such as single points of contact, automation, data quality, data analysis standards and artificial intelligence
Monitoring systems and legislation
The working party also follows how EU information systems are fed and used in practice. This includes systems such as SIS, the functioning of SIRENE bureaux, and the implementation of interoperability across centralised EU information systems.
IXIM also negotiates legislative proposals of a horizontal nature in this field, including files related to interoperability and the mandate of eu-LISA.
Who takes part
The group brings together officials from member states responsible for information management at central level. Participants may come from interior ministries, justice ministries and law enforcement authorities. When needed, it also serves as a forum for exchanges among heads of specialised central units.
Why it matters
Effective information exchange is essential for cross-border cooperation, public security and the functioning of EU justice and home affairs policy. By coordinating standards, systems and legislation, IXIM helps strengthen the EU’s ability to manage information in a more connected and reliable way.
